Runs lint, test, and build as separate parallel jobs on every PR targeting main. No PR gate existed before; broken code could be merged without any CI check.

Adds a GitHub Actions workflow that runs lint, test, and build as parallel jobs on every PR targeting main. No PR gate existed before, so broken code could be merged without CI catching it.
Note: the build job will fail on current main due to existing TypeScript errors in the daemon files (refiner, reviewer, codifier). The lint job will also fail until #137 is merged. These are pre-existing issues that this workflow is designed to surface.
